Project Description

With a focus on ending energy poverty, accelerating the transition to a carbon-free future, and promoting investment and innovation in the energy sector, the Empowering East and Central Africa (EECA) program, funded by USAID, will increase the availability of and access to affordable, reliable, sustainable, and clean energy in East and Central Africa. In order to reduce greenhouse gas emissions from the energy sector, EECA will support the accelerated connection of more homes, businesses, and institutions in East and Central Africa to reliable electricity and increase the productive use of that energy. Additionally, EECA will increase investment in the energy sector and work in partnership with East and Central African governments to improve the enabling environment for the energy sector.

Position Description

The program’s on-grid operations in Tanzania will be overseen by the Tanzania On-Grid Specialist, who will be stationed there. This role will work with USAID, government agencies, energy sector organizations, the business sector, development partners, and other pertinent stakeholders. It will report to the East Africa Regional Lead. The Tanzania On-Grid Specialist is expected to coordinate and assist on-grid project operations being managed by other divisions in accordance with project objectives, as well as give technical support to the energy industry.

Responsibilities

  • Assist decision-makers and organizations in the energy sector in achieving their objectives for economic and strategic growth in the development of on-grid power.
  • As utilities work to densify their grid connections and enable quicker, less expensive utility connections, assist them.
  • Encourage the planning of expanding clean generation and transmission in accordance with national objectives.
  • Offer or help in offering technical support to utilities on a variety of topics, such as PPAs, planning and/or financial modeling, climate resilience, and technical and commercial loss reduction.
  • Follow and keep an eye on the progress of power transactions leading up to financial close and commissioning.
  • Build, establish, and maintain strong relationships with key stakeholders in the Tanzanian energy sector and with power development entities throughout Tanzania.
  • Support development and implementation of enabling policies, regulations, fair and robust regulatory processes working with the Energy Regulator.
  • Provide regular updates to EECA leadership and USAID on the progress of projects and initiatives. This will involve preparing weekly reports, quarterly reports, and ad hoc reports as needed.

Qualifications

  • Ten years of experience and a bachelor’s degree, eight years of experience and a master’s degree, or an equivalent mix of training and work
  • A minimum of five years of relevant experience in the electricity industry, with an emphasis on PPAs, sector regulation, utility performance, turnaround, and improvement.
  • Strong execution and ideation abilities.
  • Shown a solid rapport with Tanzanian government institutions involved in the energy industry.
  • Strong English speaking and writing abilities.
  • Required to be employed in Tanzania.
