Job Function:
This role is responsible for the planning, design, implementation, and maintenance of the Port’s information technology (IT) systems. This includes managing local and county-wide wide area networks, application and data servers, workstations, communication systems, cyber security protection, backup solutions, user training, and helpdesk support.
Ensure the development, implementation, and maintenance of Information Technology standards, procedures, and processes to guarantee the functioning and sustainability of the Dar es Salaam port.
Key Requirements:
- Lead the development and implementation processes for the organization’s IT systems and department.
- Develop and implement business continuity protocols to minimize disruption to business operations in the event of emergency situations or data loss.
- Ensure system availability for the Dar es Salaam terminal, and provide 24/7 support for production system services, maintaining high standards of availability, resilience, integrity, and performance required for TOS application (Zodiac CT & GC), CCS & auxiliary systems like VMT/HHT, RFID, OCR, Web Portals, Weight Scale, TRA (Revenue Authority), TANCIS (Customs), Bank Integrations.
- Experience in implementing Gate Automation and PDS Integration.
- Translate high-level demands into detailed requirements and collaborate with Group Technology to implement them effectively.
- First line to fix problems with the TOS; for example, when TOS is down, the whole terminal is down, posing a significant business risk, and related end-points, Integration –API.
- Establish efficiency and efficacy standards, providing recommendations for improving IT infrastructure.
- Manage all internal IT hardware & software requirements.
- Plan maintenance schedules (OS, Firewall, Antivirus updates, Backup of all systems).
- Analyze IT infrastructure and systems performance to assess operating costs, productivity levels, upgrade requirements, and other metrics and needs.
- Oversee security of systems, networks, and enterprise information.
- Ensure, for all new projects and system change requests, that a thorough risk assessment is conducted to determine the interdependencies between projects and the impact proposed changes may have on seemingly unrelated processes and systems.
- Facilitate IT security audits or investigations and devise plans to address open audit action items.
- Perform Disaster Recovery (DR) drill and ensure that the application is functioning properly during any catastrophic event.
- Develop and maintain relationships with external IT vendors and service providers.
- Coordinate multisite IT systems via enterprise resource planning (ERP).
- Manage the team and material resources, aiming to ensure the availability of network services used throughout the company, through the definition of data security policies and operational contingency.
- Manage the deployment and execution of new technologies.
Ensure:
The quality capturing and collating of business requirements to ensure that Group Technology (or other service providers) deliver on what Operating Company/site wants and requires.
Systems performance and quality are aligned with the agreed SLAs between the business and Group Technology / other vendors.
Creation and maintenance of a portfolio of technology projects for the relevant Operating Company/Site.
Continuous review of the project portfolio and proactive management of all lagging projects have contingency and solutions.
People:
Implement people capacity plans in line with performance objectives.
Manage workforce planning, recruitment, learning and development, performance management, reward and recognition, and employee relations to ensure an optimal working environment.

Qualifications Required:
- Degree in Computer Science, Information Technology, Information System, or other relevant IT academic qualifications.
- Masters level will be an added advantage.

Skills & Experience Required:
- At least 5 years of operational leadership/subject matter experience.
- 3 – 6 years of experience in managing relationships with internal business/functional customers.
- Business partnering and process and technology experience would prove to be ideal.
- Ports & terminals and/or Supply Chain Management experience is desirable.
