The International Monetary Fund (IMF) is seeking to fill a position as Tax Policy Regional Advisor for East Africa located in Dar es Salaam, Tanzania and involving regional travel. The advisor will report to the Fiscal Affairs Department (FAD) at IMF headquarters in Washington, D.C. The appointment term will initially be for a period of one year, with an extension option available subject to various conditions, including satisfactory performance and budget availability.

The Tax Policy Regional Advisor will assist FAD Tax Policy 2 division in tax policy capacity development activities in selected countries in East Africa. The advisor’s responsibilities will include (1) strengthening Ministry of Finance tax policy units through institutional reform and training; (2) building hands-on capacity for tax policy analysis and modeling, including tax expenditure reporting; and (3) providing tax policy advice to beneficiary countries in close consultation with Tax Policy 2 teams at IMF headquarters.

General requirements for candidates include:

  • At least four years of professional experience and a graduate degree in economics from an accredited university, or an equivalent degree. Candidates having ten years of relevant expertise in the study, design, and implementation of tax policy will be given preference.
  • Shown aptitude for planning, organizing, and managing projects in order to handle several objectives and guarantee the timely delivery of high-quality results.
  • English fluency along with excellent written and verbal communication abilities.
  • Outstanding interpersonal skills and the capacity to collaborate with others to uphold cordial and productive relationships with authorities and other stakeholders, as well as to handle delicate situations with tact and diplomacy.

The technical skills and qualifications required for the position include broad knowledge of and experience with tax policy analysis and advisory activities to governments at senior policymaking level:

  • Strong theoretical and practical basis for the study of tax policy.
  • Strong analytical ability in the modeling and analysis of tax policy, particularly in the tracking and evaluation of tax policy expenditures.
  • Abilities in relationship-building and communication, particularly with ministers and high-ranking government officials.

Preference will be given to applicants who have practical experience with tax policy implementation and capacity development on tax policy in developing countries.

The selected candidate is expected to start the position in August 2024.

If a staff person is chosen for the role in the Regional Capacity Development Center (RCDC) selection process, they will continue to have staff status and will move laterally during the assignment, up to the number of staff assignments designated for this purpose. Should a contractual worker be chosen for an RCDC assignment, they will be employed on a contractual appointment basis as Long-Term experts (LTX).
