Finance and Administration Officer Jobs at PHSRF vacancy in Tanzania. The PHSRF is a non-governmental organization that was founded on demand-driven reasons for saving lives of Tanzanians. Formed out of former Angaza Zaidi program, a countrywide HIV and AIDS prevention and sensitization program under USAID that was implemented since 2001, PHSRF has accumulated over 15 years of hands-on experience in implementing HIV and AIDS prevention, sensitization and awareness raising projects across the country. Under EpiC, Partners for Health Services and Research Foundation (PHSRF) will support activities for HIV prevention, care and treatment and other related services among KVP and PP in Kinondoni district, Dar-es Salaam region -Tanzania.

Main activities:

Financial Accounting responsibilities include timely and accurate monthly accounts, regular account reconciliations and management of local bank accounts, monthly cash flow statements for fund advances, adhering to standard chart of accounts, ledgers, and financial management systems, overseeing payroll preparation, disbursement checks, ensuring all supporting documentation is in order, and managing program timesheet.

Budget Management and Reporting: Create monthly budget vs. actual reports for the Program Manager and Finance Manager to support and contribute to the bi-annual PHSRF budget re-forecasting process, which is linked with the program work plan.

Financial Integrity and Compliance: Implement internal controls, protect the organization’s assets, maintain compliance with donor requirements and Tanzanian law in all program dealings, support and assist audit procedures, and ensure that audit findings are implemented.

Support Financial Audit Coordination: Coordinate financial audits and engage with auditors to ensure that audit findings are addressed on time.

Program Administration: Offer overall program support, including:

  • Oversee all program financial and administration activities, such as petty cash, procurement, employee travel, fund requests, and HR administration.
  • Prepare and assist timely procurement of program implementation materials.
  • Implement PHSRF Administrative policies and procedures.
  • Ensure correct procurement procedures are followed, as well as timely acquisition of products and services.
  • Identify vendors, negotiate, and acquire goods and services in accordance with the Procurement Committee’s recommendations and Director approval.
  • Coordinate and guide the organization of seminars, workshops, and gatherings.
  • Ensure that the project’s assets and staff are continuously insured.
  • Track the progress of legal matters, grants, and registrations.

Human Resources Management:

  • Assist the Executive Director with personnel recruiting processes and employment contracts.
  • Update the PHSRF human resource procedures manual to ensure that procedures meet legal criteria.
  • Monitor and manage payroll processing and reporting needs.
  • Develop and administer human resource procedures in accordance with Tanzania’s legislative framework.
  • Create and manage employee contracts for both short and long-term roles.

Systems and Policies:

  • Contribute to the creation and improvement of internal program management systems and procedures as needed, such as financial policies, procedures, forms, tools, and other applicable policies.
  • Create a database of preferred suppliers, seek recommended suppliers in accordance with PHSRF procurement regulations, and manage such vendors to offer services by identifying work needs, getting quotations, and analyzing quotes.
  • Procure fixed assets in compliance with the PHSRF Procurement Policy, and establish and maintain a fixed asset register.

Qualifications and experience:

  • A bachelor’s degree in accounting and finance, or an equivalent qualification.
  • Minimum of 5 years’ experience in accounting and finance.
  • Proven experience managing program finances and administration for a government or donor-funded programme.
  • Practical knowledge of accounting software (such as QuickBooks), spreadsheets (such as MS Excel), and databases.
  • Capable of swiftly learning and adapting to new software and processes.
  • Effective written and verbal communication skills.
  • Works effectively in a team setting and with top management.
  • High level of critical thinking and logical analysis.
  • Good organizational and time management skills.
  • Able to work effectively under pressure and achieve all deadlines.
  • Always maintains the highest level of compliance and confidentiality.
