PHSRF is legally registered by the United Republic of Tanzania under the Non-Governmental Organization ACT, 2002 with Registration Number OONGO/R2/000103.Under EpiC project Partners for Health Services and Research Foundation (PHSRF) will support activities for HIV prevention, care, and treatment and other related services among KVP and PP in Kinondoni district, Dar-es-Salaam region of Tanzania.

Overall, Job function
In order to ensure high-quality program implementation, the individual in question will collaborate closely with EpiC regional teams, Kinondoni Health Management Teams, healthcare providers, Civil Society Organizations, and other key stakeholders. The individual will also provide overall technical support in the planning and execution of monitoring and evaluation activities required for the implementation of community interventions for HIV prevention, care and treatment, and other related services among KVP and PP in Kinondoni district, Dar es Salaam Region S. In their capacity as a senior technical leadership member, s/he will update PHSRF on the status of the EpiC project.
Roles and Responsibilities:
- Work together with the project team to develop and put into place M&E tools that will gather, organize, and distribute data by providing updates on the program’s goals.
- Make sure that data that is regularly gathered is timely available and presented in an easy-to-use manner for frequent program monitoring.
- Create all reports—monthly, quarterly, and annual—for usage by organizations and donors on all indicators.
- To guarantee the best level of program data quality, conduct frequent evaluations of data quality and collaborate with the CHMT team on supportive supervision.
- Assure that every team member always upholds the security of the data tools, which includes safeguarding the privacy of all records and data.
- Evaluate system performance and offer suggestions for better hardware, software, and data storage.
- To confirm completed referrals and linkage results, keep track of referral forms and verify with facility registers and databases.
- Create and execute protocols for efficient data handling and analysis, formulate methods for high-quality data collecting, create and execute safe and effective procedures for data management, set up guidelines for data sharing, and assist others in using data systems on a daily basis.
- Carries out additional tasks as directed by a supervisor.
Qualifications and experience:
- An undergraduate degree in statistics, social sciences, or health informatics.
- Strong dissemination, interpretation, and presentational capabilities in data.
- Working for three or more years with design, implementation, and management experience in health monitoring and evaluation; preference given to those with HIV/AIDS epidemiology experience.
- Expertise in form design, data gathering tools, primary clinical data collection, and data analysis.
- Proven experience with the MOHCDGEC/PEPFAR data systems, such as INFOLINK, DATIM, CTC2 Database, and DHIS (HMIS Tanzania).
- Extensive knowledge of one or more of the statistical analysis programs (SAS, SPSS, and STATA) as well as Microsoft Access and Excel.
- Exceptional Swahili and English communication skills.
- Abilities in team building, interpersonal skills, and leadership.
