BACKGROUND:
In August 2020, Amref Health Africa (or Amref) was awarded the Cooperative Agreement No. 1 NU2HGH000053-01-00 to implement the project Advancing Efforts and Strategies to Protect and Improve Public Health Component 1 – Global Health Security Priorities (GHSA Project) over five years (2020–2025) in Tanzania.
In August 2023, Amref was awarded year four continuous application to support the government on strengthening the Event-Based Surveillance System at sub-national levels, particularly in high-risk border regions with limited readiness capacity by assisting the Government of Tanzania to comply with IHR (2005) through GHSA 2024 targets. The project also covers WASH component for an integrate approach to strengthen infectious prevention practices at public facilities.

JOB SUMMARY:
Assistant Epidemiologists will assist in the coordination of all project activities including planning, implementation, and review and reporting to CDC, coordination of partners and MOH in all matters associate with strengthening data management, utilization and use in regions supported by project in both Tanzanian Mainland and Zanzibar. She/he will be based at Kagera region strengthening management of alert desk in Kagera Kigoma and Mwanza regions by daily mentoring surveillance officers on EBS activities at community levels. She will also support implementations of regional EBS mini regional plans in collaboration with the regional and council health management teams for sustainability of project after phaseout.2
DUTIES AND RESPONSIBILITIES
- Coordinate implementation of EBS activities in collaboration with MoH, PORALG, and partners
- Provide technical assistance and participate in the review/development of National IDSR and EBS Guidelines, Standard Operating Procedures and training materials with Department of Epidemiology of the MoHCDGEC
- Participate and provide Technical Assistance in National Surveillance Technical Working Group as part of Experts
- Work with National and subnational surveillance stakeholders in the implementation of EBS at subnational levels
- Work with National surveillance stakeholders on linkages between Indicator and Event Based Surveillance System
- Maintain regular contact with the appropriate departments at the MOHCDGEC, regional/district health management teams, and other project partners.
- Liaises with both external and internal contacts in coordination with the Project Manager to ensure follow-up and execution of planned activities.
- Maintain a good collaboration and relationship with other EBS partners and maintain good relationship
- Performs epidemiological data analysis and interpretation of project data and communicate them to surveillance officers at regional, district and facility level
- Strengthen capacity of regional and district surveillance officers on data analysis, interpretation and use of epidemiological data
- Participate in project planning for Monthly, quarterly and annual plans as well as ad hoc planning of project activities in consultation with MoHCDGEC and other EBS partners
- Prepare quality project activity reports and internal Amref reports donor reports with timely submission
- Maintain project databases and filing systems for optimal management of project information
- Participate in the development of project proposals for resource mobilization through solicited and unsolicited funding sources
QUALIFICATIONS AND EXPERIENCE
- Advanced university degree in Epidemiology, preferably Field Epidemiology
- Knowledge of Development of scientific papers and epidemiological surveys
- Minimum of 3 years in a busy Epidemiological settings and handling disease outbreaks and other Public Health Events of International Concern
- Sufficient knowledge and skills in computer (MS Word, MS Excel, MS PowerPoint, MS Access) including Internet, Intranet, browsing skills and Strong presentation skills
- Sufficient knowledge and skills in Event Based Surveillance, deep knowledge of public health and related subjects
- Sufficient knowledge and skills in training, supervising and mentoring others in the profession including non- health personnel.
