For its Regional Office East/Horn of Africa in Tanzania, Dar es Salaam, we are looking for a suitable candidate for the position Advocacy and Communication Officer, Reference number: DVV/ACO/022024.

Job Summary:

The African Continental Project’s Project Manager and the Regional Director for East and Horn of Africa will provide general direction and close supervision to the Advocacy and Communication Officer as she works in a small team. His or her job will be to assist DVV International in creating and putting into practice an advocacy and communication plan about non-formal adult learning and education (ALE). They will also work with the African Continental Project and the MOJA digital platform to improve ALE’s visibility and lobbying in the East and Horn of Africa.

Responsibilities

The Advocacy and Communication Officer will be assigned for:
Advocacy:

  • Create and carry out an advocacy plan aimed at bringing important issues pertaining to non-formal adult learning and education (ALE) to the attention of the Ministries, Institutions, and stakeholders that are most pertinent;
  • Conduct policy analysis with the program staff to find ways to advance ALE advocacy and campaigning with governmental and non-governmental stakeholders;
  • Arrange advocacy discussions and events at various implementation levels in coordination with program staff to foster communication and influence among policymakers;

  • Assist in forging connections with important Ministries, Local Governments, Organizations, and other important ALE stakeholders in order to create alliances and capacities pertinent to ALE advocacy policy areas;
  • Contribute to the development of proposals and concept notes in order to support the mobilization of resources for the project.
  • Assist in organizing and carrying out conferences, workshops, and training sessions.
  • Assist in assembling meeting, workshop, and progress report compilation for donors.

Communication

  • Provide regular news and updates on ALE and Moja activities, including the identification of potential authors from the region and local quality assurance of content;
  • Manage the active Moja platform and organization’s social media presence;
  • Work in collaboration with the team behind the pan African project/ Moja online platform and the program staff of DVV International East/ Horn of Africa region to develop, coordinate, and implement the communications strategy and effective guidelines for internal and external communications within the region.
  • Assist program staff and partners with public outreach, media relations, and Moja platform engagement.
  • Collaborate with the Pan-African project team to plan webinars and online and blended training sessions.

Requested qualifications and skills:

  • At least three (3) years of post-qualification experience in advocacy, communications, and public relations, preferably in an international non-governmental organization;
  • Bachelor’s degree in social sciences, advocacy, communications, public relations, or a similar subject.
  • The ability to critically analyze, comprehend, and conduct research in order to assess context and data;
  • Ability to plan, organize, and carry out large-scale communication campaigns;
  • Adequate knowledge of the ALE context and familiarity with ALE stakeholders in the East/Horn of Africa region would be advantageous.
  • Proficiency in graphic design and visual media, including the use of a video camera, the creation of video storyboards, and basic editing;
  • Outstanding editing and writing abilities, as well as the capacity to communicate scientific facts in a way that is understandable to a wide range of stakeholders;
  • Proficiency in MS Office, content management systems and social media platforms.
