The Vice President, Dr. Philip Mpango has said that there is a shortage of 64 percent of health service providers, so it is important to use those at the community level to strengthen health services.
Dar es Salaam. The government has announced to provide 137,294 jobs for a period of five years from now to Community Level Health Care Providers (CHW).
The Government has already set aside Sh899.473 billion for the implementation of the plan by providing employment to those workers in their areas, villages, townships, streets as well as capacity building.
After finding employment, the service providers will focus on providing health education to the community, providing preventive services, walking and backpack services and initial treatment services before referring the patient to the hospital for treatment.
The Government’s move was announced today, Wednesday January 31, 2024 by the Vice President, Dr. Philip Mpango during the launch of the Integrated Community Health Care Program in Dar es Salaam.

Dr. Mpango has said that there is a shortage of 64 percent of health service providers, so it is important to use health service providers at the community level to strengthen health services.
“Health care providers at the community level will conduct preliminary examinations of diseases and identify them in the initial stages, provide immunity and reduce the government’s cost of purchasing medicine, which has reached Sh200 billion per month,” said Dr Mpango.
He said that CHWs will be elected from the level of streets, townships and villages so that the people should use the opportunity to find employment while insisting that the leaders who will manage the access to these service providers should focus on integrity and avoid corruption so that they can find service providers who will make the Government program successful.

The employees who will be hired, Dr. Mpango has said that they will focus on providing family planning education, identifying infectious and non-infectious diseases at an early stage in the community, especially tuberculosis, malaria, problems caused by nutrition, reproductive health of mother and child as well as encourage environmental sanitation.
“We are doing a great job to detect problems quickly and report to experts what the Government has done is a big step that is going to strengthen the health of the people in the community,” said Dr Mpango.
One of those services, Anastazia Hassan said that their recognition gives them the courage to work hard in the community to face various diseases.

In his instructions, Dr Mpango has directed the Ministry of Health and the President’s Office Tamisemi to ensure effective management of the program by setting up a good coordination system and ensuring implementation information is available.
“Another thing, the Ministry of Health should ensure that it provides education and enthusiasm to the community about this program to facilitate its implementation, and the community should receive this program and guarantee it to protect and improve health,” said Dr Mpango.
Also, he has emphasized service providers to focus on professionalism and development stakeholders to continue to support the Government in the implementation of the plan.
Health Minister Ummy Mwalimu has said that health service providers at the community level will increase efficiency in the provision of health services in the country and reduce the burden on health centers by strengthening disease prevention in the community.
Ummy has given an example of how health service providers at the community level helped to prevent epidemics, especially cholera in Mwanza region and Maburg disease in Kagera region.
“If you look at Tuberculosis in every 100 patients, 50 patients have been identified by health care providers at the community level, so they will reduce the cost of treating people, Satan Ocean Road Institute, patients reach the end stage, diabetes and kidney problems patients are late to identify these problems,” said Ummy.
Ummy has pointed out that the service providers will not take the place of health professionals, but will be a bridge between citizens and health service providers.
Ummy has said that CHWs have been set targets to reach 25 households per week and 100 per month and they will all be responsible under the health center near her under the ward executive.
“Those service providers will be equipped with work tools, training for six months in the classroom and outside the classroom as well as their payment at 100 percent, the Globalfund Organization will pay for the training of 500 service providers for five years,” said Ummy.
Ending her speech, Ummy mentioned the current challenges in the health sector are the cost of services and the quality of health services.
“Those are the challenges facing the health sector, but our service providers are doing a great job, for the few who go against health taboos, we will cancel their licenses to work inside and outside the country,” said Ummy.
The Vice Chairman of the Parliamentary Standing Committee on Health and AIDS Affairs, Dr. Faustine Ndugulile has said that the integrated program is a good step to eradicate Tuberculosis and Malaria by the year 2030.
“We as Parliament want to see that this program is sustainable to achieve the set goals,” said Dr. Ndugulile.
The representative of Civil Organizations, Dr. David Sando said that if health care providers at the community level are used properly, the plan to build a strong society will be successful. He has asked stakeholders to join forces with the Government to provide funds to make the program sustainable.
